Who Acts When the Security Council Cannot?

When conflict continues but consensus does not, civilians often pay the highest price. As diplomatic divisions over Ukraine persist and governments debate new sanctions and peace efforts, one question becomes increasingly important: what happens when the United Nations Security Council cannot act? Recent discussions have once again highlighted how political disagreements can delay collective action, even as the humanitarian consequences continue to grow. (UNSOH)

The Security Council plays a central role in maintaining international peace and security, but its veto power can prevent the Council from responding decisively during major crises. When that happens, other parts of the international system become even more important. The United Nations General Assembly, international courts, and advisory opinions from the International Court of Justice can help clarify international law, strengthen accountability, and provide a legal foundation for future action, even when binding Security Council decisions are out of reach. At WFM Canada, we believe global peace and security should never depend on political gridlock. That is why we support practical reforms that strengthen international cooperation and ensure the rules based international system can continue to protect civilians during times of crisis. Legal tools, including advisory opinions from the International Court of Justice, help reinforce the principles that keep international law relevant, even when consensus is difficult to achieve.
