Lucio Levi is an Italian political scientist and a longtime scholar and activist in the federalist movement. He taught political science and comparative politics at the University of Turin, where he became professor emeritus, and his research has focused for decades on federalism, European integration, globalization, and international organizations. He has edited the review The Federalist Debate and written its lead essay, and has served as scientific director of the International Democracy Watch, a project promoted by the Centre for Studies on Federalism in Turin, on whose board of directors he has served. Within the organized federalist movement, Levi was president of the Movimento Federalista Europeo (the European Federalist Movement, the Italian section of both the Union of European Federalists and the World Federalist Movement) from 2009 to 2015, and he also served on the Union of European Federalists Federal Committee. He has also taken part in the World Federalist Movement at the international level. His written work includes studies of federalist theory and of the thought of Altiero Spinelli, with titles such as Federalist Thinking and Federalism: A Political Theory for Our Time. Across more than forty years he has argued for developing the European Union into a full federation and for extending federalist principles to global governance. His 2020 Mondial article, on why only public powers can protect public health, applied this federalist and multilevel-governance perspective to the coronavirus pandemic.
