Monique Cuillerier is a Canadian communications professional and civil society advocate for stronger, more accountable global governance. She is based in Ottawa, Canada, and served as Membership and Communications Director of World Federalist Movement – Canada (WFM–C), the Canadian organization promoting democratic global institutions, the rule of international law, and reform of the United Nations. In that role she researched, wrote, and edited articles for WFM–C’s journal, Mondial, and managed the organization’s membership and digital communications. Her recurring contributions to Mondial include the periodic ICC Update column, which tracked developments at the International Criminal Court and in international criminal justice and humanitarian law, reflecting WFM–C’s long-standing engagement with the Coalition for the International Criminal Court. She has also written for Mondial on European integration, including the Conference on the Future of Europe.
Her advocacy work spans the women, peace and security agenda. She represented WFM–C within the Women, Peace and Security Network, Canada (WPSN-C), including a 2019 meeting with Canada’s first Ambassador for Women, Peace and Security, and she prepared WFM–C submissions to Global Affairs Canada on Canada’s feminist foreign policy and its National Action Plan on Women, Peace and Security.
Cuillerier has additionally contributed to the Coalition for the UN We Need (C4UNWN) as a member of its communications team, supporting the coalition’s website and digital outreach in the lead-up to civil society engagement on UN reform. Her professional focus brings together communications, membership development, and policy advocacy across the world federalist and UN reform movements.
